本研究旨在通过收集和分析地球物理数据并建立地面模型来确定海上风电场的设计和安装要求,从而加深对海上风电场区域地质特征的了解。

地球物理勘测应识别所有海床特征,包括自然物体(如巨石)和非自然物体(如沉船、碎片、现有电缆、管道和未爆弹药)。地震数据应用于识别可能影响勘测区域风力涡轮机安全安置的潜在浅层地质灾害,并描述场址地质构造的关键层位。

收集和解释的地球物理数据应用于建立初步地面模型,该模型应与岩土工程方案建议一起提供给单独采购的岩土勘测承包商,承包商将使用模型开展岩土采样和测试方案。岩土工程方案的成果将与地球物理数据相结合,用于创建综合地面模型,该模型将作为海上基础、结构和电缆埋设设计的基础,支持海上风电场的安全高效安装。

本研究包含三个工作包:海上风

电场场址地球物理勘测(WP1)——为爱沙尼亚和拉脱维亚ELWIND海上风电场场址提供高质量的地球物理数据集;
初步地面模型(WP2)——将对地球物理勘测(WP1)中获得的数据进行解释,以用于构建连贯的初步地面模型。

综合地面模型(WP3)——在完成岩土工程勘察方案(计划于2026年夏季完成)并提交岩土工程勘察报告后,将开发一个全面的综合地面模型。
工作范围的划分应按逻辑顺序完成(WP1 -> WP2 -> WP3)。海上地球物理工程预计将于今年(2025年)内完成。

Public procurement for Geophysical survey

The objective of this study is to enhance the understanding of the geological characteristics of the Offshore Wind Farm areas by collecting and analysing geophysical data and developing a Ground Model to determine the design and installation requirements for the Offshore Wind Farm.

The geophysical survey shall identify all seabed features, including natural objects such as boulders and non-natural objects e.g. wrecks, debris, existing cables, pipelines, and Unexploded Ordnances. The seismic data shall be used to identify potential shallow geohazards that could impact the safe placement of wind turbines in the survey area, and to describe the key horizons of the geological formation of the site.

The collected and interpreted geophysical data shall be used to develop a preliminary ground model which shall be provided together with the recommendations for the geotechnical program to the separately procured geotechnical survey contractor, who will use it to conduct the geotechnical sampling and testing program. The results of the geotechnical program, combined with the geophysical data, shall be used to create an Integrated Ground Model, which shall serve as the basis for the design of offshore foundations, structures, and cable burial, supporting the safe and efficient installation of the Offshore Wind Farm.

This study consists of 3 work packages:

Geophysical survey of the OWF sites (WP1) – to provide a high-quality geophysical dataset for Estonian and Latvian ELWIND OWF sites
Preliminary Ground Model (WP2) – Data acquired in the geophysical survey (WP1) are to be interpreted for the input to a coherent Preliminary Ground Model

Integrated Ground Model (WP3) – Following the completion of the geotechnical investigation program (planned for summer 2026) and the submission of the geotechnical survey report, a comprehensive Integrated Ground Model shall be developed.
The division of the scope of work shall be completed in a logical sequence (WP1 -> WP2 -> WP3). Offshore geophysical works are to be completed within this year (2025).
