API announces Vice President of Upstream Policy

The American Petroleum Institute (API) has announced the promotion of Holly Hopkins to Vice President of Upstream Policy. In this role, Hopkins will lead API’s efforts concerning the legislative and regulatory issues surrounding the exploration and production of oil and natural gas. Hopkins, who formerly served as API’s director of Upstream Policy, is succeeding Cole Ramsey, who is returning to API’s Office of General Counsel as Senior Counsel.

“In her 13 years at API, Holly has shaped some of the most high-profile policy decisions and served as a true champion for this industry. I am confident that she will be a successful leader for the Upstream Policy Team,” said API Senior Vice President of Policy, Economics and Regulatory Affairs Frank Macchiarola. “I also want to thank Cole for his leadership and am looking forward to continuing to work with him in his new role as Senior Counsel.”

“I look forward to taking on this new challenge and am honored to be leading the Upstream Policy Team in this new role,” said Hopkins. “This is a critical time for the US oil and natural gas industry, and I am confident in this team’s ability to build on the progress we’ve made and continue to advance our policy goals.”

Hopkins joined API in 2010 and has served in a variety of roles, including Director of Upstream Policy, where she guided API policy development on some of the most high-profile upstream issues. Prior to joining API, Hopkins served as Chief of Staff of the Minerals Management Service at the Department of the Interior, and also served in the office of the Deputy Secretary and Assistant Secretary for Land and Minerals Management. Hopkins earned her BA in Government and Politics from the University of Maryland.
