转变观念,开创外部市场新格局。长期以来,人员、产量、效益的矛盾困扰着吉林油田。吉林油田坚持向外开拓市场,通过积极转变观念,把“走出去”作为提升可持续发展能力的战略举措之一,优化人力资源,加快市场收入和效益上台阶。通过充分发挥各单位人才、管理和技术力量,形成合力,建立横向互动、纵向联动的市场开发机制。不断完善相关政策,鼓励多劳多得,调动骨干职工积极性,形成正向激励机制。积极引导干部员工聚焦高端市场、技术市场,推动外部市场向高端化、规模化发展,进一步激发各单位开拓优质项目、拓展大型市场的积极性。三年来,外部市场规模不断扩大,真正成为吉林油田效益增长的新引擎。
