The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Vår En-ergi and Island Offshore/TIOS focused on their planning and implementation of well intervention on the Duva field using Island Constructor. The audit was conducted in September 2024 and January 2025 (offshore)
Background
Island Constructor is a light well intervention (LWI) vessel owned by shipping company Island Offshore.
Island Offshore received Havtil’s acknowledgement of compliance (AoC) for Island Constructor in September 2010.
Well interventions with LWI vessels are carried out regularly on the Norwegian shelf. Such activity involves the use of temporary and heavy equipment. In some cases, explosives and radioactive sources are handled and used. In addition, work takes place on wells under pressure where special expertise is required in both equipment handling and well control.
Vår Energi is the operator of the Duva field.
Objective
The objective of the audit was to verify that Vår Energi, together with Island Offshore/TIOS and subcontractors, handled the planning and implementation of well interventions on the Duva field in accordance with its own requirements, regulatory requirements and appurtenant standards.
Result
The audit identified five regulatory non-conformities. These concerned:
Missing work permit (Island Offshore)
User interface – HMI (Island Offshore)
Organisation chart (Vår Energi)
Organisation of work area (Island Offshore)
Lack of documented well control competence (Island Offshore)
What happens now?
We have asked Island Offshore and Vår Energi to report to us by 1 May 2025 on how the non-conformities will be addressed.
Duva
Duva is a field in the northern part of the North Sea, six kilometres northeast of the Gjøa field. The water depth is 350 metres. Duva was discovered in 2016, and the plan for development and operation (PDO) was approved in 2019. Duva is developed with a subsea facility including three production wells tied-back to the Gjøa Field. Production started in 2021.
