俄罗斯天然气工业股份公司、能源部和工贸部签署俄罗斯钻井和碳氢化合物生产设备发展路线图

俄罗斯天然气工业股份公司、俄罗斯联邦能源部和俄罗斯联邦工业和贸易部签署了国产钻井和陆上碳氢化合物生产设备发展路线图。该文件明确了执行公司与俄罗斯联邦政府之间相关协议的具体步骤。该路线图由能源部副部长帕维尔·索罗金、工业和贸易部副部长米哈伊尔·伊万诺夫和俄罗斯天然气工业石油公司勘探和生产副总经理瓦季姆·雅科夫列夫在俄罗斯能源周期间签署。

该路线图概述了到2030年陆地钻井和碳氢化合物生产设备进口替代的19个领域的发展阶段。优先任务包括建立水力压裂综合体、高科技钻井设备、遥测系统和新材料。

Gazprom Neft, the Ministry of Energy and the Ministry of Industry and Trade Signed a Roadmap for the Development of Russian Equipment for Drilling and Hydrocarbon Production

Gazprom Neft, the Ministry of Energy of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation signed a roadmap for the development of domestic equipment for drilling and onshore hydrocarbon production. The document defines specific steps to implement the relevant agreement between the company and the Government of the Russian Federation. The road map was signed on the sidelines of Russian Energy Week by Deputy Minister of Energy Pavel Sorokin, Deputy Minister of Industry and Trade Mikhail Ivanov and Gazprom Neft Deputy General Director for Exploration and Production Vadim Yakovlev.

The road map outlines the stages of development of 19 areas of import substitution of equipment for drilling and hydrocarbon production on land until 2030. Priority tasks include the creation of a complex for hydraulic fracturing, high-tech drilling equipment, telemetry systems and new materials.

The document defines a list of technical partners in each area and regulates their interaction. The Ministry of Energy and the Ministry of Industry and Trade of the Russian Federation act as coordinators for the implementation of projects. One of the key tasks of implementing the roadmap is to create a mechanism for providing subsidies to technology developers from the state and other support measures.

In September 2023, the Government of the Russian Federation and Gazprom Neft agreed to join forces in the development of domestic equipment for drilling and onshore hydrocarbon production. The corresponding document was signed at the Industrial and Energy Forum in Tyumen. The agreement provides for the possibility of participation in the implementation of projects by Russian oil companies and other organizations that are interested in the development of domestic technologies for the oil and gas industry.

“We have identified key projects that cover our production chain in mining. However, we are well aware that the scale of the challenges facing the industry is much broader. Therefore, we urge both manufacturers and our colleagues from the oil and gas industry to join this document: the greater the demand, the more large-scale projects and competitive proposals will be available to us,” Vadim Yakovlev – Deputy General Director of Gazprom Neft.

“Systematic work is being carried out to provide oil and gas companies with the necessary equipment. It involves, first of all, the unification of industry demand and a common approach to the formation of tasks for industry. The Coordination Council for Import Substitution in the Fuel and Energy Complex has already identified priorities for creating innovations in the entire spectrum from geological exploration to hydrocarbon processing, as well as positions that do not yet have analogues in Russia. And today’s document is another practical step in our joint work to achieve technological sovereignty in one of the most important sectors of the domestic economy,” Pavel Sorokin, First Deputy Minister of Energy of the Russian Federation.
