(WO) — 美国石油协会 (API) 发布了 API 高级副总裁兼总法律顾问 Ryan Meyers 的声明,对美国最高法院决定维持美国环境保护署 (EPA) “睦邻规则”表示赞赏,确保石油和天然气行业能够在持续通胀和地缘政治不确定性时期继续为美国消费者提供负担得起的可靠能源:

“我们支持 EPA 减少排放的目标,同时 API 欢迎最高法院决定保留这一有缺陷的规定。美国人正在寻找务实的能源解决方案,而不是误导性的政策,这些政策可能会通过迫使运营商停止使用管道发动机(这是确保天然气能够到达消费者的重要技术)而破坏能源可靠性。法院的裁决暂时避免了电力中断和工业供应链严重延误的风险。华盛顿还需要采取更多措施来确保美国消费者的长期能源可靠性。”

《睦邻计划》要求“上游”州减少影响“下游”州的空气污染。根据该规定,各州可以制定符合美国环保署臭氧指导方针的计划。

(WO) — The American Petroleum Institute (API) released a statement from API Senior Vice President and General Counsel Ryan Meyers applauding the U.S. Supreme Court’s decision to stay the U.S. Environmental Protection Agency’s (EPA) ‘Good Neighbor Rule,’ ensuring the oil and gas industry can continue to provide affordable, reliable energy to American consumers at a time of persistent inflation and geopolitical uncertainty:

“While we support EPA’s goal of reducing emissions, API welcomes the Supreme Court’s decision to stay this flawed rule. Americans are looking for pragmatic energy solutions, not misguided policies that threaten to undermine energy reliability by forcing operators to take pipeline engines — a vital technology to ensure natural gas can reach consumers — out of operations. The Court’s decision prevents the risk of electric power outages and crippling delays to industrial supply chains for now. Still more is needed from Washington to ensure long-term energy reliability for American consumers.”

The Good Neighbor Plan requires “upwind” states to decrease air pollution affecting “downwind” states. Under the rule, states can make a plan that adheres with the EPA’s ozone guidelines.
