The Nuclear Regulatory Commission Advisory Committee on Reactor Safeguards has
elected Greg Halnon as Chairman, David Petti as Vice-Chairman and Craig Harrington as
Member-at-Large. In addition, ACRS has also appointed Annie Kammerer to a four-year term,
and confirmed a schedule of 10 meetings in 2026.
Kammerer currently serves as chief of the Nuclear Power Branch in the Office of the
Chief of Engineers at Department of the Army headquarters, bringing more than 20 years of
experience in seismic hazard evaluations, probabilistic risk analysis, soil-structure interaction
and risk-informed engineering for nuclear power plants. Her career includes leading microreactor
technical development at the Pentagon, consulting for the commercial nuclear industry and
national laboratories, and seven years with the NRC, where she led major seismic and tsunami
research efforts and authored key federal guidance, including Regulatory Guide 1.208 and
NUREG-2117. She holds three degrees from the University of California, Berkeley, including a
doctorate in geotechnical earthquake engineering.
The ACRS, a group of experienced technical experts, advises the Commission,
independently from the NRC staff, on safety issues related to licensing and operation of nuclear
power plants as well as issues of health physics and radiation protection. The confirmed ACRS
