索马里和土耳其签署了一项石油和天然气勘探合作协议。该协议使土耳其能够在索马里境内和近海进行勘探，同时两国加强了双边技术和科学联系。

索马里石油和矿产资源部长阿卜迪里扎克·穆罕默德表示，除了勘探、评估和开发索马里区块外，土耳其还将探索开发炼油厂和销售与项目相关的石油产品的机会。

该协议建立在两国上个月签署的十年伙伴关系——《国防与经济合作框架协议》的基础上。

Somalia and Turkey have signed a deal to cooperate on oil and gas exploration. The deal enables Turkey to explore both on- and offshore Somalia, while the two countries strengthen bilateral technical and scientific ties.

In addition to the exploration, appraisal and development of Somalian blocks, Turkey will explore opportunities regarding the development of a refinery and the sale of petroleum products related to the projects, Somali Petroleum and Mineral Resources Minister Abdirizak Mohamed said.

The deal builds on a ten-year partnership signed between the two countries last month – the Defense and Economic Cooperation Framework Agreement.
