The Irkutsk Oil Company (INK) signed an agreement on the development and implementation of a master plan for the Ust-Kut region with the administration of the Ust-Kut Municipal Formation (UKMO) and the Eastern State Planning Center (Vostokgosplan).
FANU “Vostokgosplan” is engaged in carrying out research and expert-analytical work in the field of socio-economic development of the constituent entities of the Russian Federation. The company has developed master plans for Petropavlovsk-Kamchatsky, Magadan, Anadyr, Birobidzhan and other cities and territories.
The initiator of the creation of a master plan for the development of the Ust-Kut region was the INK. The document will be financed from the company’s funds and developed for the period until 2035.
– Large projects of the Irkutsk Oil Company create high potential for the socio-economic development of Ust-Kut and the entire municipal region. People realize this potential. Therefore, it is important that the city and region become a comfortable place for people to live, residents have the opportunity to spend their leisure time in a variety of ways and usefully, receive high-quality medical care, and can provide a good education to their children. Positive changes are already noticeable in the city: in 2023, Ust-Kut scored 142 points in the urban environment quality index rating. Over 5 years, the city’s position has increased 1.5 times by 51.6%. And this is only the beginning of the positive transformation of Ust-Kut and the region. The task of the FANU “Vostokgosplan” team is to develop a master plan for the area, which will allow it to receive more than 200 points in the rating of the index of urban environment quality indicators by 2035, approaching the comfort level of such cities as Kazan and St. Petersburg,” said the director of the FANU “Vostokgosplan” » Mikhail Kuznetsov.
The main stages of the work will be the analysis of data from all areas of the region – transport, housing and communal conditions, education, demography, socio-economic development, ecology and tourism.
Specialists from FANU “Vostokgosplan” will identify new “tradable sectors” – synergistic with existing areas of socio-economic growth of Ust-Kut and the entire municipal region, develop scenarios for the development of the city and municipality, and implement in the master plan the requests of residents and businesses for the harmonious development of the urban environment.
Vostokgosplan will also develop concepts for the long-term, socio-economic and spatial development of the region. The latter involves working on a scenario for the development of the city’s planning structure, including the preparation of thematic maps showing key areas of social, transport and engineering infrastructure. Based on the results of the first three stages, a project office will be created to implement the master plan.

This will improve the standard of living of citizens, improve the quality of the urban environment and infrastructure. Thanks to this new impetus for the development of the territory, current and future investment projects that are important for both the city and the entire region will be successfully implemented,” noted Yakov Ginzburg, General Director, Chairman of the Board of INK.
The result will be the formation of a budget for the development of the region. The creation of social infrastructure will allow residents to remain in the territory and will become an incentive for further independent growth of the donor area.

It is important that local residents, who have many ideas for improving our territory, also participate in the development of the master plan,” commented the mayor of the district, Sergey Anisimov.
